I ran the same scenario in Thunderbird email client and it also works properly. If the email is deleted from the Gmail web interface, then it works as it should. But instead, they are archived in the “All Emails” folder. Now if I empty the trash folder emails should be permanently deleted. When I delete an email using Outlook (Office 365, latest version) and check from the Gmail web interface, the email is in the Trash folder. I set up the Gmail account with the default settings in Outlook but there seems to be a compatibility problem.
